Judy
Roach is a governmental relations consultant with over 20 years experience representing
clients and their issues before the Texas Legislature. She has been involved
in a broad range of issues including workers’ compensation, regulatory
concerns, transportation, economic development, water management, taxation and
municipal matters. She has experience in both managing and working within coalitions
and associations.
Roach currently serves as the Executive Director of the Texas Certified Self-Insurer
Guaranty Association and Executive Director of the Texas Self-Insurance Association.
Besides association administration and management, she is responsible for researching
workers’ compensation in Texas and communicating association positions
with legislators. She successfully advocated the passage of legislation permitting
self-insurance for workers’ compensation insurance.
Prior to establishing her independent practice, Roach was a legislative assistant
in the Austin office of Baker Botts L.L.P. She represented a diverse group of
clients such as Ford Motor Company, the Houston Metropolitan Transit Authority,
the American Automobile Association, and the Texas Cemeteries Association. While
representing the San Antonio Water Authority, she coordinated the coalition
that successfully advocated legislation creating the Edwards Aquifer Management
District.
Roach also has served as Director of Business Relations for the Austin Better
Business Bureau, supervising the membership sales force and coordinating the
public relations programs.
She is active in numerous trade and professional associations such as the Texas
Women’s Alliance, the Texas Society of Association Executives, and the
National Council of Self-Insurers. Roach currently serves as a Board Member
of the Texas Association of Business and Chambers of Commerce.
A native Texan, Roach graduated from Texas Tech University in 1969.
